For the agricultural and rural development, government put forth as the major policy, the establishment of Agricultural Development Plan, for the first year of Ninth Plan in 2054. The Poverty Reduction Strategy Paper of the HMG/N and Ninth Plan has given high priority to poverty alleviation and stressed for the implementation of long term agricultural planning. Likewise, agenda presented for the sustainable development of the country in World Summit 2002 has given stress in the implementation and promotion of long-term agricultural development planning. After the introduction of Local Autonomy Governance Act 2055, power and authority of District Development Committee and Village Development Committee has increased. Under this act, HMG/N handed the responsibility of agriculture and livestock extension services to District Development Committee and the release of directives by agriculture and cooperative ministry helped a lot in the implementation district level long term agricultural planning. |

- Implementation of long-term agricultural planning as mentioned in the Ninth Plan and Poverty Reduction Strategy Paper
- Achieve equality development objective by effective availability of local level demand of inputs and services for the economically deprived communities of the rural areas
- Implementation of dissemination services for decentralized agricultural and livestock development
- Implementation of the program involving very poor, farmers, women, Dalits and ethnic groups that depends upon the rain water and resides in the rural areas
- Implementation of midterm planning
- Organize dissemination services in contract
- Change the implementation role of government to the role of collaborator and moderator
- Concrete engagement and unity for the poverty reduction from long term agricultural planning
- Develop the result-oriented monitoring and evaluation process
