Considering the need and importance of Cooperative, this department was established in the year B.S. 2010. This department has been established promoting cooperative organizations within the expectation and involvement of the people as per the democratic principal in cooperative revolution to support the underprivileged class of the rural areas in their socioeconomic development. This department has been conducting the cooperative education and training programs, and other programs to encourage in product saving, processing and selling, supplying the agricultural materials and other required things. For the extension of the cooperative revolution, Cooperative Training Center has been working under Cooperative Department. Likewise, there are 5 regional cooperative development offices in the regional level and 68 district cooperative development office in the kingdom.

| Objectives |

Support in economic and social development of the underprivileged and agricultural professionals of the rural areas by developing and promoting cooperative organizations based on the cooperative principals through the people's initiatives and participation as per the requirement and need of the people.

Create an opportunity to support in the national economy by the collection of scattered capital and skills of the kingdom and increase the general economic activities to accomplish self-requirement through cooperatives.

Develop the required human resources by managerial suggestions, technical services and support to organize cooperative organizations competently with comprehensive participation of the people.

Infrastructure development of the cooperatives to provide services of agricultural production market, agricultural loan, agricultural inputs, cold- store and consumable goods required to the rural people by developing cooperative market process in an environment with interrelation and networking between the primary cooperative organizations, specific central unions and national cooperative unions and coordinating cooperative organizations in the national level.

- Assist in formulating policies and programs and provide advice to the HMG/N for preparing cooperative policies and programs
- Encourage to register cooperative organizations
- Acceptance and amendment of the statute
- Information and report collection and analysis of the cooperative organizations
- Acceptance of the final auditing
- Enforce election for board of directors
- Direct to call general meetings
- Ask for clarification on the base of the information that the organizations' are not functioning satisfactory
- Assist in the process of collecting receivables and provide loan to the organizations in need
- Manage for dissolution, division and unionism of the organization
- Manage for dissolution and appointment of the liquidator
- Provide information and advice to obey the cooperative rules and regulations
- Charging fine to the organizations functioning against the law
- Commence required information and directories to make the organization transparent
- Put forward the actions to provide subsidies and benefits to toe organization
- Advise to solve the defects and troubles in the cooperative organizations and take a required role to make the internal control process of the cooperative organizations effective
- To perform coordinative role in providing cooperative education and training
- Administrative control, direct and supervision of the offices under the department
- Coordinative and directive role in finding out the solution of the problems and defects indicated by the auditor and in the auditing report of the organizations
- Provide the services of cooperative specialist by preparing required human resources in the cooperative area
- District and subjective coordination of the National Cooperative Development Board, National Cooperative Union and other unions to assist in the cooperative move as per requirement
- Assist in creating an environment to develop the movement of cooperative
- Representing the international conferences for cooperatives
